Beginning second chapter of life as the sports administrator



Daulina Osmani, DTM 6th batch alumni, is the Deputy Minister of Culture, Youth and Sports of Kosova. Daulina started swimming at the age of 11, and as a member of the Kosovo national swimming team, she competed for Kosovo at several international competitions including the Olympics and World Championships. During an interview with SPOTV, she revealed her pride in her career mentioning that “Competing as a swimmer was one of the most important chapters of my life.” Daulina made a turning point in her life in Korea after her retirement. She opened the second chapter of her life as an administrator by graduating from the ‘Dream Together Master’, a training course for sports administrators in developing countries co-sponsored by the National Sports Promotion Corporation (KSPO) and Seoul National University.

After completing the DTM master’s course in 2020 and returning to her home country, she was appointed as Deputy Minister of Culture, Youth and Sports of Kosovo in April of last year. Utilizing the expertise she acquired through the DTM courses in Korea, she has been exceeding by expanding the guidelines for operating public sports facilities in her country during the COVID-19 pandemic and moving away from the current elite sports-focused policy to establish ‘Kosovo’s Sports Strategies’ infrastructure.

Daulina indicated that she was able to meet people from different backgrounds through DTM and was positively impacted by the 6th batch classmates by sharing the knowledge and experiences. Also, it helped her set her goal and vision while giving her a big change in her life. She participated in the ‘Dream Together Seoul Forum 2022’ held in Seoul Olympic Parktel and expressed that “Dream Together Master is a turning point in my life. It’s an opportunity for a big jump that jumped several stairs at once, DTM teaches a wide variety of theories.” She also appreciated the program by mentioning “The practical curriculum is excellent as well as the theory. It was good because there were a lot of practical programs that could be applied to the sports industries immediately.”

Since Kosovo’s National Olympic Committee (NOC) was recognized by the International Olympic Committee (IOC) in 2014, the entire Kosovo sports community has been raising doping awareness. In this regard, Deputy Minister Daulina is also interested in anti-doping. She explained, “The importance of anti-doping is enormous. This is why I am pushing for the establishment of a national anti-doping organization in my country after taking the position of Deputy Minister. It is important to create a fair environment in which all athletes play under equal conditions. My first Korean schedule was to attend the meeting with KADA. We expect to cooperate with each other a lot in the future.” and promised to establish a fair sports environment in Kosovo. Daulina also left advice for the former athletes who wish to pursue their goals in the administration saying that “It is honestly not easy for former athletes to become decision-makers in the administrative area. In fact, I did not dream of becoming an international sports administrator f rom the beginning either. However as I started this position, I began to realize that there is more for the athletes to know besides participating in training and competitions.” emphasizing that it is necessary to pay attention to the ‘decision maker’s mechanism’, which is different from sportsmanship symbolizing the training and records.
